Community Counseling Program provides counseling services to individual, couple, family, child and groups to promote the well-being of Marines, Sailors and their families. Our short-term counseling focuses on prevention and intervention including referrals to DOD classes and services. Marines and Sailors can be referred to the CCP and family members may be provided CCP as a resource. In certain circumstances, the Family Advocacy Program or Substance Abuse Counselor may be an alternative referral.

Family Advocacy is designed to assist families experiencing the trauma of abuse. Counselors are trained in the dynamics of domestic violence in order to assist in protecting victims and support families in need of assistance. The Family Advocacy Program focuses on helping families and individuals empower themselves to make positive changes in their lives.

The Family Advocacy Program facilitates educational briefs, seminars, and workshops to individuals, commands and community organizations. Prevention Specialists provide education and training to meet your goals or address specific needs, such as:

Military & Family Life Consultants, (MFLCs), are available to help with marriage and relationship issues, stress, anxiety, depression, grief, loss and daily life issues. MFLCs are licensed clinical counselors who provide short term and problem-solving techniques to service members and their family members. Consultation and training are free, anonymous, and confidential. You can meet with MFLCs anywhere on or off base except for your home. They are available after-hours, weekends and holidays.

Victim Advocates assist civilians and active duty victims of domestic violence by advocating for their safety and by providing emotional support, crisis intervention and community referrals.

Victim Advocates are available 24 hours a day, 7 days a week, to assist military spouses, civilians and active duty victims of domestic violence and/or spousal sexual assault.  It is our responsibility to advocate for the safety of our victims and provide guidance, emotional support, crisis intervention and information and community referrals. Victim Advocates are able to take both restricted and unrestricted reports. You can make a restricted report and receive counseling services without beginning a formal investigation or having your command notified. Victim Advocates are also available to the non-offending parent, of a victim of child abuse who request services.

EXCEPTIONS TO RESTRICTED REPORTING MAY INCLUDE:
  • If you state that your life is in serious danger or if you threaten a life of another person.
  • If the welfare or safety of children is threatened.
  • If you notify the offender that you are making a report.

To make a report Monday-Friday 7:30 AM – 4:30 PM, please call Behavioral Health Programs at 253-4526 and ask to speak to a FAP.

To report spousal sexual assault and/or domestic violence after hours, please call the Victim Advocate directly at 090-9978-1033.

This program offers information and services to military members, military dependents over the age of 18 and DoD civilians who are victims of sexual assault. If you were sexually assaulted by a spouse, please contact the Family Advocacy Program at 253-4526 during office hours or 090-9978-1033 after hours.

In the event of a sexual assault, individuals have the option of making a restricted or unrestricted report. A restricted report means a person can receive services and medical care without having a formal investigation conducted. There are designated individuals to whom a restricted report can be made: Uniformed Victim Advocates (UVA), Sexual Assault Response Coordinators (SARC), Civilian Victim Advocate, and Clinical Providers within Counseling Services and Healthcare providers. If the crime is reported to anyone other than the designated individuals, it may be considered an unrestricted report.

If you have been the victim of a sexual assault, please contact the installation 24/7 SAPR Support Line for a Victim Advocate at 080-5865-3566 for assistance with reporting options and to request advocacy with command, law enforcement and medical personnel. If desired, Uniformed Victim Advocates or Civilian Victim Advocates can be present for support during medical exams and court proceedings.

Our mission at SACC is to provide timely, consistent and effective care for active duty military members and other eligible beneficiaries with substance abuse related problems or disorders which interfere with their occupational and interpersonal functioning. We strive to promote and maintain the operational readiness of forces in the Western Pacific.

Our Substance Abuse Prevention Program involves each command through education and prevention programs that include highly proactive plans to deter substance misuse and enforce the proper procedures for initiating the screening and assessment process.

Our Substance Abuse Counselors are experts in the field of addiction and provide support and insight into the various challenges often associated with substance use disorders. Standard interventions are individual counseling sessions and outpatient treatment groups.

In addition, Alcoholics Anonymous (AA) and Al Anon meetings are available twice each week on base.

PRIME FOR LIFE (PFL) 4.5

Prime for Life (PFL) 4.5 is an evidence-based substance abuse prevention/education course designed to encourage participants to enhance motivation for behavioral change around the use of alcohol and drugs.

PFL 4.5 should not be confused with the 16 hour PFL course that is designed for Marines who are actively making high risk choices and have been assessed by the Substance Abuse Counseling Center (SACC) as a result of an alcohol related incident (ARI).

This curriculum enables Commanding Officers to employ interactive substance abuse training at the unit level with certified PFL trainers from the SACC.
